السفيرة باور في الجلسة الطارئة لمجلس الأمن: إذا استخدمت روسيا الفيتو مجدداً لمنع المجلس من تقديم المساعدة للمدنيين اليائسين في حلب الشرقية، يتعين على الدول الأعضاء النظر بسرعة في الأدوات الأخرى التي نستطيع استخدامها في الأمم المتحدة
“لقد قدمت مصر وإسبانيا ونيوزيلاندا مشروع قرار يقتضي وقفاً فورياً للعمليات العسكرية الجارية في حلب لمدة أقلها عشرة أيام. ومن شأن هذا القرار اذا ما نفذ ان يوقف لبعض الوقت القصف المتواصل على المدنيين في شرق حلب. ومن شأنه أيضاً ان يتيح وصول بعض المساعدات الإنسانية الى السكان الذين يقتاتون الآن على الأعشاب وما يجدونه في القمامة….
كما ان من شأنه أن يسمح بوصول بعض الأدوية للأطباء الذي يضطرون حالياً لإجراء العمليات للمرضى من دون تخدير، وفي بعض الأحيان وسط الشارع الى جانب مستشفياتهم وعياداتهم المقصوفة.
إن هذا القرار يجب أن يطرح للتصويت دون تأخير. ويجب ان يتم إعتماده بإجماع مجلس الأمن.
لكن دعونا أيضاً نكون واقعيين. ففي حين أن أي وقف للمجزرة التي نشهدها في شرق حلب سيكون موضع ترحيب، إلا أن وقف قصير من اجل إدخال القليل من الغذاء والدواء، قبل أن يستأنف القصف الوحشي ثانيةً، لا يمثل حلاً….
وقد تقوم روسيا مجدداً بإستخدام الفيتو لمنع هذا المجلس من تقديم المساعدة للمدنيين اليائسين في حلب الشرقية – كما فعلت في شهر أكتوبر الماضي. فإذا فعلت ذلك ، واضعة أهدافها العسكرية فوق إنقاذ أرواح الرجال والنساء والأطفال السوريين، يتعين على الدول الأعضاء النظر بسرعة في الأدوات الأخرى التي نستطيع استخدامها في الأمم المتحدة – بما في ذلك عن طريق الجمعية العامة – لتسليط ضغط أكثر فاعلية.”
Power at yesterday’s UN Security Council Emergency Session on #Aleppo:
“Egypt, Spain, and New Zealand have introduced a resolution that would require an immediate halt to military action in Aleppo for a minimum of 10 days. If implemented, this would give the civilians of eastern Aleppo a brief break from the relentless bombardment. It would allow some aid to reach people who are surviving by digging through the trash for scraps and by eating weeds…….
It would also get at least some medicine to doctors who have been compelled to operate on patients without anesthetics, sometimes in the middle of the street alongside their bombed out hospitals and clinics. This resolution should be brought to a vote without delay. And it should be adopted with the Council’s unanimous support….
But let us also be real. While any pause in the butchery that we are witnessing in eastern Aleppo would be welcome, a brief pause to get a bit of food and medicine in before the savage bombing resumes is not a solution…..
Russia may again use its veto to prevent this Council from offering help to the desperate civilians in eastern Aleppo – as it did in October. If it does so, placing its military aims over the survival of Syrian men, women, and children, Member States must swiftly consider the other tools we can employ at the UN – including through the General Assembly – to apply more effective pressure.
